If your Arctis 9 Transmitter is not powering on and displaying any LED lights then please, first try out different USB ports. Also, make sure that you plug it directly without any USB hubs as they can interfere with the connection.
If that does not help, please check the following settings in Windows:
USB Suspend:
1. Go to the Control Panel.
2. Select "Power Options" (You may need to change the "category" view to the "icon" view to see this option.)
3. Click "Change Plan Settings"
4. Click "Change Advanced Power Settings"
5. Under "USB Settings", disable all "USB Suspend" options.
Fast Startup:
1. Go to Control Panel.
2. Select "Power Options" (You may need to change the "category" view to the "icon" view to see this option.)
3. Click "Change Plan Settings"
4. Click "Change what the power buttons do"
5. Disable "Fast startup". (In some cases, you may need to click "Change settings that are currently unavailable" to turn this option off.)
Both options may modify how your computer behaves when it comes to turning USB devices off.
